Making the EU Carbon Border Adjustment Mechanism acceptable and climate friendly for least developed countries

Implementation of CBAM to support EU climate neutrality by 2050 has raised several concerns. As the mechanism aims minimise leakage through equal fairness in global mitigation, imposing carbon tariffs on EU’s imports energy-intensive goods could curtail export trading partners. This might be detrimental, especially LDCs, due their high exposures and vulnerability risks. paper assesses quantifies implication EU-CBAM analyses eight complementary measures mitigate impacts LDCs. Scenario developments are constructed projecting new targets relative reference scenario current policies. A more stringent target results leakage, implementing will reduce rate one-third 2040. The analysis also confirms significant welfare loss for LDCs declining exports. Exempting from is less justifiable, as this measure greater than other options. further assessment that policy recommendation should focus transformation pathway implementation with revenue-redistribution targeted promote clean efficient use energy improved recipient countries, substantially reduced proven cost-efficient EU.
